Its three sequential chapters correspond to the three phases of a start-up process: pre-mandate, initial operational capability, and full operational capability. Each chapter identifies critical tasks within the corresponding start-up phase. The guide covers the following thematic areas: integrated planning processes; coordination with Headquarters and field-based actors, including non-UN entities on the ground; budgetary and resource requirements; mission support; security; legal arrangements with the host-government; and inter-governmental processes. The guide also includes checklists with division of roles and responsibilities and a flow chart highlighting key deliverables.
