<description>DPPA 2020.01 Special Political Missions Start-up Guide
The DPPA SPM Start-up Guide outlines key tasks in SPM start-ups. The guide has been revised to provide up-to-date guidance in line with the reforms, and to incorporate best practices from past start-ups and ensure gender is mainstreamed. Its three sequential chapters correspond to the three phases of a start-up process: pre-mandate, initial operational capability, and full operational capability. Each chapter identifies critical tasks within the corresponding start-up phase. The guide covers the following thematic areas: integrated planning processes; coordination with Headquarters and field-based actors, including non-UN entities on the ground; budgetary and resource requirements; mission support; security; legal arrangements with the host-government; and inter-governmental processes. The guide also includes checklists with division of roles and responsibilities and a flow chart highlighting key deliverables.

This brochure was jointly developed by the ILO and the UN Peacebuilding Support Office (PBSO) of the Department of Political and Peacebuilding Affairs (DPPA). It aims to consider how underemployment and decent work deficits can exacerbate, particularly in times of COVID-19, grievances, inequalities, turmoil, conflict and violence. In this framework, the brochure intends to guide UN Country Teams, UN Resident Coordinator Offices, UN Agencies, funds and programmes as well as governments, workers’ and employers’ organizations strategic choices about how employment and decent work can contribute to sustaining peace in the Humanitarian-Development-Peace Nexus.
