Survey of Practice on Programmatic Funding
This survey of practice reviews the use of programmatic funding in UN peace operations since its introduction in a wider range of areas in the 2016/2017 budget cycle. It aims to support organizational learning and inform the revision of existing “Guidelines on Mandated Programmatic Activities funded through Peacekeeping Assessed Budget”. The report reflects and synthesizes the views of key actors involved, assesses implications for the ongoing organizational change process and where appropriate provides recommendations for the way forward. For the purpose of the survey, interviews were conducted with nearly 100 staff at HQ and in the field, with mission personnel and representatives of implementing partners. Two field visits were conducted to Kosovo and the Central African Republic. The document is organized into five parts: (i) definition and scope of programmatic funding and activities, (ii) planning review and approval of programmatic activities, (iii) implementation, (iv) monitoring, reporting and oversight, and (v) guidance and capacity.
