2019.06 UNPOL Donor Coordination and Fund Management Manual

Abstract

The two main aims of this manual are (a) to provide UNPOL with an initial overview of available financial instruments to support its capacity-building and development work streams and (b) to guide the police components in their efforts to build successful relations with multilateral and bilateral donors and UN Country Teams (UNCT). This manual is by no means a comprehensive account of the United Nations budgets, funding streams, financial rules and regulations, but rather an introduction to this system and guide to the further resources and resource persons/entities of relevance.

The manual seeks to describe the resources which may be available within the Mission and the United Nations system as well as opportunities which exist for securing funding from external donors. The manual also throws light on the subject of resource mobilization with a view to explaining how to build a lasting relationship of trust with a donor. Finally, the manual touches upon the latest donor requirements for funding, e.g. Log Frame, theory of change and the criticality of adhering to the reporting requirements of the funding, and provides an example of how to develop them in order to reinforce a police reform donor proposal.
