During 2005, the World Trade Organization (WTO), the legal and institutional foundation of the multilateral trading system, continued to oversee the rules of international trade, settle trade disputes and organize trade negotiations. The Sixth WTO Ministerial Conference (Hong Kong, China, 13-18 December), WTO's highest decision-making body, adopted a Declaration, which was intended to push the Doha Development Round negotiations, launched at the Fourth (2001) Ministerial Conference [YUN 2001, p. 1432], closer to completion (see below). As at 31 December, WTO membership (members and observers) totalled 149.
